Europe felt a moment of respite on Monday, as the diplomatic emergency triggered by the announcement of a new comprehensive peace framework for ending the war appeared – momentarily – to have been contained. A Washington representative spoke of "substantial progress" after Ukraine-US talks in Geneva. On Monday night, Moscow made its retaliation: another massive barrage of missile and drone strikes on Kyiv.
The Pattern of Diplomacy and Destruction
The sequence of opposing developments captured the harsh reality of the current period. By day, diplomatic battles are fought: optimistic declarations are delivered from multiple capitals. Immense energy is allocated on containing particular approaches. By night, Moscow brutally reminds the world that, for them, conflict continues to be the key method for achieving "resolution".
Nighttime Reality
As the offensive unfolded into the early hours of Tuesday, the current condition of Ukraine's defenselessness was laid bare. Ukraine is equipped to monitor projectile deployments from across the border, a capacity enabled by current data. From witness perspectives, military aircraft that had been dispatched to engage hostile guided weapons flew past – advanced fighter aircraft delivered to Ukraine by Western partners.
Soon thereafter, Kyiv's air-defence systems engaged: defensive missiles fired to intercept a incoming threat. This was a sophisticated defense system at work, presumably delivered by Western nations. Every firing creates sudden vibrations, shaking the windows. The brief panic quickly transforms into sober acceptance: perhaps the incoming missile won't hit its mark this time, preventing destruction from catastrophe and additional electricity failures.
Ongoing Risks
Not long after, a heavy machine gun engaged a unmanned aircraft in the vicinity, part of a rapid response unit – probably imported technology. Unfortunately, the shots failed to hit the opposing UAV – it maintained course toward its destination.
Intermittently, this persisted until dawn. Kyiv greeted the early updates: several casualties, devastation and infrastructure problems in multiple buildings as a result of the nocturnal offensive. As always, everyone still went about their day – experiencing conflict. But those full day encapsulated Ukraine's critical military reliance on international aid – a reliance that European nations are demonstrably unable to replace in the short term.
Ineffective Peace Efforts
The detailed framework from Washington provoked deep reactions, discussion and serious worry – and temporarily diverted attention from Ukraine's largest corruption scandal in years. Yet, we have witnessed similar scenarios, after previous diplomatic encounters and bilateral conferences.
Every new approach from US leadership unfolds according to the consistent cycle: a negotiation push against Ukraine, which Kyiv, with other European capitals, effectively counters. They manage the tension but never actually achieve victory. This pattern will, no doubt, persist.
Tactical Assessments
It is easy to blame certain parties of consistently pushing Russian terms. But that does not seem to be the complete picture. Washington operates on a principle well known to seasoned negotiators: you cannot win at the negotiating table what you have failed to defend militarily. The White House presumes that it is unrealistic to compel Moscow to abandon the territory that it already controls in Ukraine's south or east.
The issue is that while accepting these circumstances, American administration does little to deter Moscow, through statements or actions, from believing that the current condition will not evolve additionally in its favour in the coming year.
Conflicting Perspectives
Therefore, Russian leadership is confident that time is on his side – that Ukraine and its partners are approaching exhaustion. Their motivation to accept conditions that does not give them the greatest potential benefit is close to zero. There may be numerous efforts to stop fighting, but they will persist as long as Russia's government remains highly assured in the result.
On the contrary, Ukraine's government believes that Ukraine can still hold out, slowly losing lives and land but averting a complete military breakdown until situations evolve in its benefit.
Present Conditions
Realistically, there are no genuine requirements for a armistice. Now, individual motivations are coming into play: political desires to mediate resolution and achieve global acclaim, and Kyiv's dual difficulties – on one hand, not to alienate a key ally, and on the other, to unite the population around the country's interests against any initiative Kyiv finds unacceptable, so that their attention does not switch to internal issues. And although their mission will now be considerably more difficult after recent developments, it remains very improbable that this will change their overall approach.
These opposing factors are driving the talks.
Assessment and Future
It took a only one week to kill the 28 points of the latest plan. Assertive and inconsistent approach of the matter by American leadership, pushback by Ukraine and the remaining European nations, along with soothing efforts of representatives, and finally, current information leaks, all did their job.
While new plans based on previous concepts are approaching, Kyiv, London and other Western governments should reach an essential realization: Ukraine and Europe will only be able to resist diplomatic offensives from Washington that are rooted in Kremlin requirements and show specific hesitation to alter the situation, if they stand together and enhance their military capacity at a significantly accelerated rate. If they do, neither external pressure nor military threats will be able to break them. In the meantime, Ukraine's ability to defend against evening bombardments will, for the foreseeable future, primarily depend on ongoing international assistance.
