Sheff Wed Faces Major Issues, Declares Football Regulator

'Our role is integral to football's future' - football oversight chief the new chairman

The Championship club's ongoing struggles are seen as a "serious issue" and the independent regulator is aiming to acquire authority to examine team situations in such situations, the newly appointed chairman the official has announced.

In a wide-ranging interview, Kogan, who was named to the position this week, voiced concern towards supporters of the Owls.

The regulator engaged with four supporters' associations representing the Championship side this week.

The Championship side have been struggling on and off the field in this season, with the club missing wage payments on five separate occasions, including in the autumn.

"Obviously the club has become a major concern for the league and a significant problem for football," Kogan told.

"The club represents one of the iconic names for the English game and in recent days we have met Sheffield Wednesday supporters' groups.

"We're now looking to get powers... which will permit us to bring the club and similar situations brought to our attention if they require examination and dealt with."

Financial Struggles and Ownership Situation

The team's struggling chairman the Thai businessman stated during the off-season he would be open to selling the club at the stadium, but he has been unable to finalize an agreement with prospective buyers.

Failure to pay player wages on time in earlier this year led to sanctions by the league officials in mid-year, blocking the team from conducting any recruitment activities for the next three transfer windows, although the ban was rescinded in the end of the transfer window.

Official's Viewpoint

The chairman stated: "The job [of the regulator] is there for the Owls followers, Bury or any football club where people are committed to a regional establishment that has represented their community in many cases.

"I have absolute sympathy for the team's plight, as I do for every team that over recent decades have faced collapse, or nearly ceased operations, for reasons that have nothing to do with the supporters."

When asked if the authority might compel an owner to sell a club if they are judged inappropriate, the regulator answered: "If your question is 'would we intervene in the final instance?', the response would be once we assemble the facts and comprehend the circumstances, we will."

But the regulator clarified that forcing owners to sell clubs would be considered the final option and the oversight body would choose to cooperate with proprietors.

"Our least desirable course of action is start getting involved with an particular organization, an specific proprietor, without being able to work with that chairman to fix the challenges confronting the team and the chairman's encountering," the chairman stated.

"But the truth is, when you look back over the history of football, over the recent generations there have been certain proprietors, few in number, but certain individuals who have acted carelessly in the manner they have operated their teams and eventually decline to assume obligation for the long-term prospects."

'Mistakes could erase significant advances'

The chairman convened with officials from numerous teams to lay out the remit of the oversight body this week and insisted it was a "progressive gathering" with a "high level of engagement" from the National League to the Premier League.

"This position carries substantial significance, because if errors are made, if the football community fails, the extraordinary progress that's been made necessary will vanish swiftly," the regulator warned.

"And that's what nobody wants in the realm of domestic football is a substantial accomplishment - we need to continue the progress.

"There's an enormous amount of money entering the sport and has been invested for the last 20 or 25 years, because certainty is lacking it will keep flowing into the sport, which is among the factors explaining I think we have to maintain a focused outlook on potential dangers and naturally, of the next two or three years."

Premier League Concerns

The Premier League opposed the formation of an authority because of concerns about detrimental effects on the top-flight's competitiveness, but Kogan said: "I completely endorse the achievement and development as an commercial operation of the top division.

"Being fully aware of the worry about compromising the division as a high-quality offering of this country. But simultaneously, if you consult with top flight officials after the recent gathering, they would have had a substantial amount of confidence -and, actually, they have been advising us privately they have a significant confidence."

Partisan Associations

The regulator remains subject to a "full inquiry" by the Commissioner for Public Appointments after he acknowledged providing funds to the Labour Party in recent years.

The chairman donated money to Culture Secretary Lisa Nandy's leadership campaign, along with that of the government leader.

"I've been completely open about my former ideological connection [with Labour], and that political affiliation came to an end the day the official body endorsed my nomination," the chairman stated.

"I am no longer involved in any sort of politics."
